require passcode

On iPhone 7, Under Settings: Require Passcode: I cannot choose a different timeframe. The default is immediately. How do I change that?

If you have Touch ID set up, you can not set a time frame other than immediately. It would be pointless since all you have to do is use your finger anyway...

If you do NOT have touch id set up, and you have a corporate Exchange account set up on your phone, the administrators can enforce policies, including the amount of time that can elapse after the phone is locked before a passcode is required.
