Unfortunately you cannot have that name as it is already taken by Tai le, even though they don't seem to be active. I will ask the hosts to reach out to you. You might want so research alternatives by adding the name you want onto the URL https://discussions.apple.com/people/ use + instead of space. You'll either hit an active profile or a "Looking for something in Apple Support Communities?" message in which case that name is free.

I would carefully consider if you want to have your actual name as your user name. While some people do (and I did for years), there are also good reasons not to, most notably privacy (some people have been doxxed and threatened with stalking). I changed mine when I was job searching as I didn't want my presence here to be part of anything a potential employer might dig up about me.

Hi. I believe things work differently there. I don't know if changing your username is possible but contact Apple Developer Support. Select Membership and Account, and then probably Other Membership or Account Questions. That should get you an email form with which you can make a request.
