I have tried all the of the restarting the location services, updating, all of it, and the GPS is still intermittent at best. Is there a fix for this on the $1000 phone?

I have the same problem with my iPhone X, 256gb. I payed 1350 € for a phone that do not work... so upset, this past years sadly Apple start to decrease the quality of the product
Update your phone to iOS 11.2.6 and try the GPS.

11.2.6 makes no difference
The Same For me...
11.2.6 seems to have fixed the GPS/Bluetooth glitch. Fingers crossed.
After months of aggravation the iOS 11.2.6 release cured the GPS problems (in my particular case).
However, there are others here that said the new OS it did NOT fix their phone.

I had the same problem for months. I took my iPhone case off and the GPS works much better now without the case.
I tested my Iphone with the app TestM... everything was oke accept my GPS 😢
Tried to contact mu supplier but no answer yet.
Would you be so kind to check it with this app also?
