If the Mute switch is turned on and the camera sound is not muted, then it cannot be. A Google search shows that the camera sound cannot be muted for Australian phones, and those threads started back in 2014. That would be a question better asked at your local Apple Store or other electronics store that would be more familiar with the law than a user group here on the internet.
That device was manufactured to be sold in Japan. You cannot silence the shutter sound on that device.

If you are seeing that model number in Settings>General>About>Model, then tap that one more time to get the extended model number for someone to help. That is not sufficient information to determine. It will look similar to the others posted here.
