Whether or not you feel it's unfair, Apple isn't doing that. This battery replacement promotion is only for iPhones from the 6 and later. Phone batteries are typically undersized, and often their electronics are more powerful, such as my iPhone 7 that has considerably higher raw performance compared to my iPad Mini 4. Tablet batteries are considerably larger because of the "form factor" and even a worn one isn't likely to shut down, compared to a tiny battery that's being asked to do more with less.
I don't know exactly where you are, but Apple charges US $99 ($129 in Canada or €109 in the EU) for a battery replacement service for all iPad models that they still consider serviceable. They typically say that it can either be serviced or replaced with an equivalent device with a new battery.

Another option would be to get an aftermarket battery service or even do it yourself if you're adventurous. It's not easy through, which is why many people report that with Apple's battery replacement "service" they ended up with a new or refurbished one. They'll likely send the old unit back to the manufacturer to be refurbished. It's a lot cheaper to have them do it in China done by people who do it all day rather than random repairs.
Whatever the cause, the fact remains that iPad battery issues started right after iOS 11.x as many others have reported (https://www.forbes.com/sites/gordonkelly/2017/12/18/apple-ios-11-2-1-problem-bat tery-bluetooth-wifi-crashes-apps-carplay…) and myself and all these users are having to deal with a sudden problem caused by Apple. As such I would expect Apple to treat iPad users in a similar way to iPhone users - even if the underlying cause is not the same, it’s still Apple that caused this sudden change.
As a minimum Apple should allow users to downgrade to iOS 10.x, if they so desire, instead of shutting down that door and leaving a battery replacement as the only option. BTW, my iPad is only 2 years old...also, I am in Canada and battery replacement is $139 + $10.77 shipping + 15% tax or about $168 CAD, so not exactly a bargain (iPad Service Answer Center - Apple Support)...

Sorry - I got the price wrong. However, shipping isn't always required if they happen to have replacements available in the store. Unfortunately you can't find that out without making an appointment. Why not just make an appointment at an Apple Store and find out? Is this one close to you?

The way to do it is back it up to iTunes and/or iCloud, and if you get a replacement you would need to restore it.
If it's really that important to you and the price is an obstacle, there are aftermarket repair services that can do this. It does create issues though, including the possibility that Apple or an AASP will refuse to service it in the future. However, the one benefit to the Apple "battery service" is that usually means getting a new/refurbished unit. All iPad models are pretty difficult to disassemble (it's all the glue), so it's easier to just give out another one and then send the returned device to the factory to wipe and install a new battery.

iPads are having issues with iOS 11 and battery issues for other reasons and NOT from Apple coding an iPhone 6 CPU slowdown due to underperforming smaller rechargeable Li-ion batteries.
The iPhone reduced price battery replacement program does NOT apply for iPads which can last longer, have larger batteries and,generally, perform better than smaller iPhone batteries.
