iPhone 6 error 4013 after battery replacement

My son was having issues with his iPhone 6 battery not holding a charge. Had the battery replaced and now the iPhone is throwing a 4013 error code. We took it to the Genius Bar and were basically told, "Too Bad, Hardware Issue. Time to Upgrade!" The only change was the battery replacement!! Please tell me there's a fix for this?

They probably didnt restore it after the battery replacement, which you are supposed to do.

Who replaced the battery? If it was done by someone other than Apple, then Apple won't touch that phone. It seem likely that whoever replaced the battery botched the job and damaged the phone.
