Messages Between non iOS devices

I just bought a new iPad and for some reason I cannot send or receive regular text messages from non iOS devices! My old iPad is still able to and both are just wi fi and both are on iOS 11.2.1! How can I get the new iPad to work like the old one? This is driving me crazy! All settings are the same. I set up the new iPad from a backup of the old one. They both have the same name now... Could that be confusing things?
