Can the Apple TV 4k be used on 1080 or 720p TVs or is it only for 4k TV?
It will work, except you won't get 4K video on a non 4K TV. You'll just get 1080p if the TV supports that.

As others have said it will work, but it will essentially be the same as the 4th Gen so if you don’t plan on getting a 4K Tv in the near future it would be best to stick with the 4th Gen.
I asked when I bought mine. The associate I talked to said it shouldn't matter. The only thing is, if you ever decide to go with the 4k tv, you'd need a special HDMI cable they sell in the Apple store for about 30 bucks.
