This post points to the same issue apparently resolved via an Apple Support Doc HT201422 which might contain something you haven't tried yet Unable to contact the iMessage server. What
If you still have no luck you could try contacting the OP by joining that topic, they might have further info.
Note that I did not say turn if off and on again. I said that you must sign out and sign back in.

Thank you for your help Lawrence.
I have changed my number in Settings.. Phone.. to my new number. However when I go onto Settings.imessage and I turn the iMessage off and on again, it’s just saying “waiting for activation” and when a click on Send & Recieve, it’s showing my old number (which I don’t want) but it’s showing as loading, and not with a tick to the left hand side. So now when I text with iMessage it’s showing as my Apple ID address and no numbers.
What do you mean by "nothing?" You enter your Apple ID. You enter your password. SOMETHING must happen. Does it say your password is wrong? Does it ask for you to enter a 2 Factor Identification code?
I have now signed out, and it is not letting me sign back in. Now I can’t send any messages through iMessage.
Thank you, but I have done this many times and still nothing.
It unfortunately is still not working after trying all the steps given.
Go to Settings/Phone and verify that your number is correct, and change it if it isn't.
Then go to Settings/Messages, tap on Send & Receive, tap your Apple ID and sign out. Then sign in again. This should update the phone number that iMessage recognizes (you should see it displayed in the iMessage settings).
Check that you have a cellular voice connection and International SMS enabled on your account. The activation process sends an SMS to a server in the UK to activate the phone. That is the step that is most likely failing.
It may also not recognize that you are logged out of iMessage. Use this link to make sure:https://selfsolve.apple.com/deregister-imessage
ADDENDUM: In the previous suggestion I should have said log out of Facetime also.
i bought a new phone and got a PAC code to bring my old phone number over crom EE to 3. However, my old phone number has came over for normal texts and phonecalls but not IMessages. Please help
