Russian phonetic keyboard stopped working

Hello!

I've used Russian Phonetic keyboard on my macbook air for years.
Suddenly, it stopped working. I unselecting and then adding it again in the keyboard settings, but that didn't solve the problem. None of the Russian keyboards (PC, Phonetic, Russian) seem to work.
The only explanation for the change that I could think of was that I've recently updated my computer to the High Sierra OS. Could that be a reason?


I'm attaching a screenshot of my keyboard pulldown menu as a reference (just as an fyi, Japanese fonts work fine).

If anyone knows how I can solve this, I'd appreciate your help!

10.13.2 has a bug, you cannot switch from Chinese/Japanese/Korean to Cyrillic/Arabic/Hebrew/Greek directly, you have to go to US or some other Latin keyboard in between. So add US and follow that procedure.
