Offline Apple Notes for Windows?

Hi, I bought the iphone for Apple Notes app and I'll get the ipad just for this application. And I would recommend applying Apple notes to all my buddies. But I want to use Apple Note on my windows computer. Through icloud.com, the Notes application is very difficult to use. Most of the time I'm having a sync problem or I can't adding a table like on an iphone. And I can't use different features. The biggest problem is to use it offline. I think it's the biggest drawback to these grades. There are "Icloud" and "itunes" for Windows app, so why not for the "notes" app(For Windows)? A Notes app that we can work offline on Windows would definitely be a great idea. Please think about it. I'm not the only one who wants it. Thousands of people are talking about it on the forums.
