How to Clear "New iCloud Terms and Conditions"?

I bought an iPhone X to replace an older iPhone. It's working fine, but the Settings app shows a red badge with a 1. When I launch Settings it shows a line that says "New iCloud Terms and Conditions" with the same badged 1. When I select that it tells me that "To use iCloud on this iPhone you must accept the new Terms and Conditions." I hit "Terms and Conditions", then "Agree", then "Agree" again. But the badged 1 still remains. I've tried to accept the new conditions a half dozen times, but it won't clear. How can I clear that badge? Thanks for any help.

MacBook Air, macOS Sierra (10.12.1)

I found that signing out of iCloud, restarting the device and then singing into iCloud again solved this problem for me.
