Have you added your card in iTunes within settings? If not, add your card info there.
Settings - name - iTunes & App Store - payment information- enter card details - click on Done
It will verify and you should be able to download your apps

Go to iTunes main page bottom of page apple I'd delete all I'd Then add back again.
