iMessage waiting for user to accept

iMessage on my Mac for some reason seems to not want to send files to other iMessage users. File transfers to other iMessage users works fine on my iPad and my iPhone, and I can receive images/files on my Mac no problem, but I cannot send. When I open the file transfers window in messages app on my Mac, all my file transfers say "waiting for (phone number) to accept...". What could cause this?
