iCloud drive folder empty on new Windows 10 computer

Just got a brand new Dell Insperion 13 5000 Series 2-in-1. Very nifty computer. I am now trying to get iCloud to work so that all my files sync to the new laptop, and then I can stop using the old laptop. When I use a web browser, I can navigate to the files, and they are all there.

However, I cannot get the app to sync to the new computer. Here's what I've tried so far:

- Installed iTunes, made sure it works perfectly. All well with that.

- Reboot the machine

- Installed iCloud

- Reboot the machine

- Log into iCloud and select "iCloud Drive" and nothing else (don't want the photos or other things, just the drive).

- Spins a while, then says it's all done. I see the icon on the Taskbar, and it thinks iCloud is updated/synced.

- Go to the iCloud drive on the laptop, and it is empty

- Added a dummy file, but it never synced up to the cloud.

- Uninstalled iCloud

- Reboot

- Reinstall iCloud and repeat the steps

- Still no files on the hard drive

I have read every "help" article I can find, but so far have not figured this out. I vaguely recall something similar happening when I got my last laptop, back in 2015. Seems like it was a big pain there too.

So how the heck can we get the sync to work? This is super important for me.

I have one other alternative: quit using iCloud on the PC. I tried Microsoft One Drive, and Google Drive. Both of them working perfectly. I can move all my iCloud stuff over, and quit with iCloud. I pay Apple money each month for the storage, so I won't need that anymore. So if this can't be fixed pretty easily, the option will be to stop using iCloud. This really should not be so hard to get working in 2018. Frustrated.

Next day update...

I let it sit a long time, and it started to work. After my "uninstall - reboot - install" session yesterday, I left the laptop plugged in and hit the bed. This morning, it is syncing iCloud. So, at some point, iCloud was probably fine and trying to work in the background (guessing here), but gave zero indication that it was "thinking".

So, it's started. I have a lot of files, so this will take a while.
