IPhone X - “Notification Cancelled” message & Apps won’t open

I accidentally called 911 while trying to turn my alarm off this morning. Realizing my mistake, I cancelled the call to emergency services. They did call me back so I obviously didn’t cancel quickly enough. Now the problem with the phone is that the only thing it would display is a black screen with “Notification Cancelled”. I was unable to do anything including restart by holding both the side button and either volume button for a good 30 seconds. Somehow, I don’t know how, but the Notification Cancelled message was still there but it looks like it was a separate window? If you swipe up it displays the open apps, it was there so I tried to hold it down to swipe it up and get rid of it. Nope now it’s the only thing I see and can’t do anything again!
Whlie the message was in the background I was able to see the home screen, swipe left and right to see the apps but nothing would open. I touched everything from messages to settings and they kind of flickered and that was it. I did have a Text come through and I could pull that down to read it, but nothing else.

Software was updated yesterday.

I just had this same issue and contacted Apple support through the app. They advised me, and this worked, to restart/power off my phone essentially. In order to do this you: 1) Press and release volume up, 2) Then press and release volume down, and 3) Press and release the lock button. This should give you the prompt to turn off your phone. I did this and it worked for me, so I would advise trying it. Good luck
