That means those contacts are not using iMessage. iMessage is Apple’s proprietary internet messaging service and only works between Apple devices. An iPad by itself cannot send SMS/MMS messages since those require a cellular telephone voice connection, which no iPad is capable of. So unless you are sending to another Apple device user with a registered iMessage account, your iPad cannot text them.
If you have an iPhone, you can pair the iPad to it to use the phone’s SMS texting capabilities and plan - Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
Or you can use another internet messaging service available on other than Apple devices, like Skype or Google Hangouts, which will work with non-Apple device users as long as you both are using the same app and service.
