"ct" ligature in Baskerville font

I'm trying to faithfully reproduce an 18th Century text. One of the elements in the text is a neat "ct" ligature: User uploaded file. Baskerville (the font that most closely matches the original that I can find) has just such a ligature…but when I insert it anywhere, it renders a question mark:�. Font book says that the name of this character is "Glyph 1,664." What's going on? Why can't I use a character that is clearly in the font I'm using?

Unicode systems like MacOS make ligatures by activating special Typography features of the font. You go to Format > Font > Show Fonts and click on the gear wheel and select Typography and check the box for Additional Ligatures. Not all apps can do it.
