The simple answer to your question is that if your iPhone is connected to a Wi-Fi network, it is not using cellular data. Even when using the Messages app. However, should your Wi-Fi connection become weak, your iPhone could revert to cellular data to ensure you remain connected. If you would prefer to use only Wi-Fi for data, you can take a look at the following support article to find out how to check you cellular data usage and how to turn off cellular data for all or some of your apps, including Messages.
