My tax returns which I created and filed on the Internet don't print text and numbers in the data fields. Only the blank form prints. It printed ok last year.
I have the same problem in Preview and Acrobat Reader (set to Document and Markup in print dialog). Have deleted and added my Epson printer.

Installed a new Epson software upgrade today. Finally, got it to print the PDF form and content.

You may try this:
1) Go to System Preferences->Printers & Scanners
2) Click the + button add a new printer
3) Select IP and enter some IP address (it does not matter which ; you may choose e.g. 192.168.1.1)
4) Skip setting up the printer, because it will not be found (of course)
5) For Driver, choose either Generic Postcript or Generic PCL
Then you may try printing the problem PDF, select the above "printer" and choose "Save as PDF".
Does it come out correctly?
It might be a problem with Preview or the printer driver. You might install a driver for a different printer (like a generic postscript or other) and try “printing” to PDF, then see if this resulting PDF will actually print correctly.
I emailed the PDF from my MAC to my iPhone, and tried printing.
When I printed from within the email the document and markup printed.
When I tried printing the attached PDF only, the document printed, the markup did not print.
I needed a hard copy of my tax returns. That was the problem. For now I've solved it by using my iPhone to print to the Epson printer that seems not to work with my MacBook. I'm going to drop this for now since I'v got a workaround.

Updated Epson XP-420 software and firmware. In System Preferences, deleted and added this printer. Tried printing a PDF I filled at Fidelity Investments. Only the blank form printed. Sent email to Epson Support (out of warranty). Let's see what they say. Thanks

I understand that, but that would have been the end result, hopefully: save as pdf from the print window, then take that pdf and it *should* print completely.

Your printing was not including the data fields, which were coming out blank. I also understood that.
The point of my suggested workaround was that it seemed the printer driver was not handling those fields properly.
By using the Save to PDF feature one would create a PDF that no longer looked like an editable PDF, and that way I was expecting that your normal Epson driver would print *that* PDF correctly.
But never mind, you got it to work, that is what matters.
You were not suppose to actually try to print... since the printer does not physically exist.
In other words, do not click the Print button, instead click the PDF button and choose Save as PDF.
