It sounds like you can see in the store that you purchased this album but you do not see where to download it, or it is not downloadable. First have a look at this article to ensure you're going to the correct place to do that:
Redownload apps, music, movies, TV shows, and books from the iTunes Store, iBooks Store, and App Store
If you do not see it there to be downloaded then the purchase may well be hidden:
Hide and unhide apps for your iPhone, iPad, iPod touch, or Mac
