Restart iPhone 8P - Apps still open in background

I was wondering why after I restart my 8-Plus the apps are still open in the background. If I am not mistaken, with my old 6S, all apps would close after holding the home button and the power button until you see the apple symbol. For my 8-Plus, after I restart the phone (vol. up, vol. down, hold power button until you see apple symbol) when I open the app switcher, the apps I have recently been using are showing.
