Network control panel of System Preferences, is "blank"

Try this, go to: Apple > System Preferences > Users & Groups > unlock the preference panel > click the + box and create a new Admin. User Account. Then log-out and log into the new admin. account, then check the network preference in the new account.

Restart in Safe Mode and then restart normally and retest. Directions are in Use safe mode to isolate issues with your Mac - Apple Support

If the problem persists, the please post back for additional trouble shooting steps.

BTW, do you have any antivirus, cleaning or any other third party maintenance apps installed?

Install the 10.13.3 Combo Update over the top of your current install.

Download macOS High Sierra 10.13.3 Combo Update

If that does not help, then you may need to start over and do another fresh install of macOS High Sierra.

One other thing that could help, is an EtreCheck report.

If no one else comes up with a solution, then I think I'd make an appointment at my local Apple Store or AASP and see if they can sort it out.

Click the + at the bottom left side of the panel and add either Ethernet or Wi-Fi depending on which one your connecting to.
