Erase it before removing it from your account.

"If you're using iCloud and Find My iPhone on the device, sign in to iCloud.com or the Find My iPhone app on another device, select the device, and click Erase. After the device has been erased, click Remove from Account."

iCloud photos keeps the original photos in the cloud and copies (some just thumbnails if the phone is short of memory) on the device. Those copies are probably still accessible on the phone even if it has been removed from your account.

Other iCloud data may be available since your iCloud info and password are still on the phone. Changing your iCloud password would be a good idea, but may still leave a lot of stuff on the phone.
