Photos "Unable to Share" Error for AirDrop, Wallpaper and Messages

Since iOS 11I can't set many pictures as a wallpaper, AirDrop them or message them. It is only some pictures and despite the error saying to try again later it still does not work. It started with iOS 11 (like so many other issues with the photo system in iOS). Apple Support suggests checking my AirDrop settings, which have nothing to do with messages or wallpaper, restarting my phone, restoring my phone and erasing my phone. It happens on my iPhone 7, iPhone X and iPad so it's obviously not the device or the backup. O

Are you using iCloud Photo Library? You cannot share photos, if they need downloading from iCloud Photo Library, and iCloud is not working.

Today iCloud has been working erratically for some users, but now the status page is indicating that the problems have been solved: Apple - Support - System Status

Perhaps it is time to try again.

No, these photos are not in iCloud. They are either camera roll or synced albums and this has been going on since November when I updated to iOS 11.
