You contact the person who sold you the phone and have them remove the lock. If they can’t or won’t, you ask for your money back. Only the person that put the lock on can remove it.

Apple will not get involved with iPhones that are iCloud locked.
You need to get your money back iPhone may be lost / stolen.
If you bought from a website like Ebay get your money back.

No, the Apple store can not and will not help you at all because for all they know, the phone is stolen. If you can't get your money back from the seller, you are out of luck.
Sorry, but Apple does not help in that case.
You would need to get the prior owner to remove the iCloud lock.
Otherwise, it is useless to you.
