I have a Samsung tablet Android version 4.4.2 not a newer version but would like to see if my library of ITunes may be downloaded onto my tablet. Any suggestions or thoughts, I'd appreciate it. Thanks.

No, iTunes is only for Apple iOS devices not Android.
I downloaded Apple Music on my Samsung Galaxy and it works extremely well. It was also very easy to bring over my library and have it update wherever I download new music. I love that I can play my library across multiple devices and platforms as well, by using Apple Music.
I have an older Samsung tablet too that I've left aside for a while now, so I haven't tried to download it on there via the Google play store. You can always try & see if your software on your tablet is on a version compatible with it.
There's always Google Music also. If I didn't have Apple Music for my Android and iOS devices or at all, that would probably be my next choice.
