You won’t get any support for any Apple product in Iran. Apple has no business presence at all in Iran. There are no iphone or iPad supported carriers, no authorized resellers and no authorized service providers. There literally is no Apple business prspesence at all in Iran, and never has been. There also therefore are no Apple supported-carrier dependent services from Apple, like no-fee iMessage activation, two factor authentication for AppleIDs, no iTunes, App or iBook stores, etc.

If you insist on using an Apple product in Iran, you do so with no support of any kind at all, since there simply isn’t any in your country. You would be far better off actually buying a device from a company that formally does do business in your country, and is supported by your local cellular service providers.

The error you’re seeing means your device is locked to a foreign carrier. Since there is no legitimate sale of retail new iPhones in Iran, any and all iPhones purchased in Iran originally were sold or intended for sale in some other country. The only source of iPhones in Iran are used devices, gray market or stolen items.

Hi

the only truly unlock (sim free) iPhones are the one you buy from apple store itself but rest of them either buy on contract or in your case replace it in store, it is unlock so you can use any sim card BUT IT WILL LOCK on the first sim card you put it and activate it.the sim lock system for iPhones are in apple data base and in the handset itself so here is what happened.

you bought sim free phone and replaced it later in Dubai and my guess is you used a local sim card for very first time that you turn the iPhone on and activate.

the phone itself is unlock so you can change the sim cards but you still lock in apple data base. thats why you get this message during activation after reset.

you have 2 choices.

1) put the first provider's sim card that you activated the mobile for the first time.

2) go to apple store and sort this out.
