Verizon blocking iPad screen mirroring

While trying to play DVR content recorded on my Quantum home media server by screen mirroring my iPad to Apple TV, (or Amazon Fire Stick) I get an FM0049 error message. Bottom line: Verizon won't let you stream the content to a TV either through the air or via HDMI cable. Their vague explanation of DRM issues is difficult to understand because the programs I'm capturing are local network news programs. And I'm not trying to watch them live so it's not a local blackout rule they are upholding. I've mucked around a couple of forums and no one seems to have the answer, other than the obvious -- watching programs on a 10-inch TV. Any ideas?
