I’m trying the charge another I iPad. Appearing on the screen is the charger with an arrow the points to the iTunes icon. It is not charging

I have a second IPad that im trying to charge. When I connect the charger, the screen is black, the charger shows up with an iTunes icon. The iPad is not charging. How can I fix this.
