what happens when i turn on icloud photo library for the first time on an iphone and mac with different photo libraries?

I have a mac, an ipad and an iphone and I just decided to turn on icloud photo library for the first time. Some of my pictures are synced to the mac because I had photostream turned on before. What does it mean for my photo libraries for each of my device? Will it duplicate some of my photos or will it only sync photos hereon after?

It wouldn't duplicate but now it will be synced to all of your devices.
