What computer are you using to download the installer? Usually when you get just the 19MB stub, it’s because a firmware update is needed before High Sierra can be installed. I get that result on my Mac Pro, and have chosen to not risk a glitch in the firmware update process damaging my system just for the sake of stashing a High Sierra installer on it. You should get a warning screen after the 19MB download finishes and launches, telling you that a firmware update is necessary.
I was able to download the full installer on my MacBook Pro.
Is there some particular reason that you feel you need to install High Sierra?
Try restarting the computer. Try downloading in another admin user account and/or the Safe Mode.
