Why My Iphone 7 plus Cannot Tethering or Hotspot

I have iphone 7 plus cannot tethering Already Turn On my Personal Hotspot why when I want connect from another device just loading only.... I was try With bluetooth too It same case And I check my Modem Firmware in About is 2.02.04 it's the lastest version .. Please Any Solution , thanks
