Is it possible yet to put an image BEHIND text in Pages?

In Pages 6.3.1 you only have 2 options:
1. A floating Textbox Arranged in front of the image
2. Select the image > Menu > Arrange > Section Master > Move object to section master
Option 2 means the image will appear on every page of that section. You can make each page its own section to stop that.
The good old days probably refer to moving the image to the Background in Pages '09. You can still do that because Pages '09 still works and if you had it should be in your iWork folder in Applications.

If you are using Page layout format, all you have to do is highlight the photo > click Arrange at the top of your screen > click Move to back ... you can also adjust the transparency if the image is fighting with the text. Another thing, is that if you put the photo on first and then add the text box, it will automatically go behing the words. I just made this using Text format only > put photo on first > click "Text Box" and if you have any problems I just learned that when the text box is highlighted > go to Arrange > click NONE in Text Box, then you can move the text anywhere you choose.

Now, perhaps a little guidance as to how one might go about putting an image behind the text in Pages -- the High Sierra version 6.3.1 (5249)?
I hear users in the good old days would let us know which version of Pages they were talking about. 😉
