how to make all my photos move with text in pages

I am currently putting together a document which has a few screen shots in it. They have all been set to 'move with text'. The problem is that some of them still do not move with text. I have for example, three pages with photos on and no text and when I type more words above it the page immediately below does the screenshot down but this means that the screenshot moves on top of the screenshot on the page below that. It is driving me insane. Please, there must be a simple solution to this but i can't seem to work it out?

iMac, macOS Sierra (10.12.6)

HI Betty,


Go View > Show Invisibles.

Place each photo in a 'paragraph' of its own.


Enter a return at the end of the text you want before the photo, Insert the photo immediately after the paragraph marker, and set it to Move with Text. Click immediately after the photo, then enter another return.
