How to change function of enter key

The enter key on the iMac Pro seems to have the sole function of selecting the Apple icon in the top menu bar. This is the case on the alphanumeric Magic Keyboard that came with the iMac Pro and is the same using another wired keyboard so the function seem driven by something in the computer rather than the keyboard. The current function is pointless. My recollection is that with previous computers or OS versions the enter key acted to commit. Is there any way to change the function?

Mac Pro, macOS High Sierra (10.13.2)

I think that I have found the cause of my problem. In System Preferences>Keyboard>Shortcuts the item "Move Focus to Menu Bar" was checked. According to the dialog box this is linked to the return key symbol ↵ (i.e. not the enter key symbol ⤧). However when I unchecked this item the function of the enter key normalised.

The iMac pro is brand new and this was the setting out of the box - a bit odd!
