Problem with a switching between 3 languages

Hi there!

I'm using three input languages (Chinese, Russian, English) on my mac, use CMD+Space to switch between layouts. After a regular update, think it was 10.13.2, I had a problem with it. Using either the hot key or clicking by the flag to change a language from Chinese to Russian i change the flag to Russian, but keyboard language changes to English. But it's not the English keyboard layout, it's English from the Chinese keyboard layout. If you use Chinese Pinyin keyboard layout you would know that you can change input language from Chinese to English by pressing Caps Lock without changing a keyboard layout. The problem exist only if I change Chinese to Russian. Russian to English and back, Chinese to English (by pressing CMD+Space) and back works well as before, as well as Russian to Chinese.

I had been waiting for the 10.13.3 update hoping it will solve the problem, but update didn't help. Now problem still exist and its still annoying.

I checked hot keys for Siri (actually it was turned off from the beginning, never use it), for Spotlight and all other hot keys. I tried to add other keyboard languages and found that ALL asian (Chinese, Japanese, Korean) keyboard layout have the same problem, except of some little difference, like Korean layout just not changes to Russian at all, flag changes but language not.
