Safari opening web pages oddly

When I open web pages Safari, one frame on the page opens first separate from the entire page. This just began and I can't turn it off and it happens on every page within a website (and not on other browsers). Here's what it looks like:

User uploaded file

And here's the actual page that I can only get to by clicking off the frame in the previous image:User uploaded file

This happens with about 80 percent of the websites I go to so it's not a problem with a particular site. Any advice? I feel like a setting changed in Safari without me realizing it but I can't figure out how to reset it. I'm on a MacBook air running OS 10.13.3.

It is the “Reader” feature.

Click the 3½ lines button in the search bar to exit Reader mode.

A user can customize this feature per website.

Safari > Preferences > Websites> Reader

Under “Automatically use Reader on the website below:”click inside box opposite website name and choose “Off”.
