Only Photos for Mac will do that. If you use iCloud Photo Library the Photos Libray on your Mac will be in sync with the Photos Library on your iPhone. But if your 99000 photos need roughly 300 GB of storage on your Mac, the Photos Library on your iPhone, optimized and synced with iCloud, will need at least 30GB on the iPhone, as an estimate.

the Photos replaced iPhoto and Aperture Photos have the same functions and is also better then those but for the you need at least the macOS version 10.11 ElCapitan
The one that meets your personal needs
You posted i the Photos for Mac forum and the reason that people here are very experienced Photos users is because that is what they choose to meet their needs - it is an excellent program with many advances capabilities and the ability to interface with most other photos editors -- if you ask in a Lightroom forum every would like LR, same for Capture one forum, etc, etc - asking here is like asking a Dodge truck forum what is the best truck - pretty easy to guess what their answer would be
Photos is a consumer program not a professional program so t is not the most capable program around but is free with your Mac and is excellent - many previous Aperture users (a professional program) have switched to Photos and are happy with it
As starters you certainly should learn how to use it and see how it works for you

What kind of organization do you need for your photos, sally?
Do you need professional software where you can customize your workspace for an efficient workflow with many photos, or does a simple database for photos suffice, that will let you find your photos quickly by data, or subject, or place, or persons ?
If you need a professional tool, forget Photos. for simple, automatic organization of your photos the Photos.app is easy to use.
I am still researching what I am going to get to replace Aperture which Apple has dropped. It is still working for me but I know eventually I'll need to find a third party application to replace. The one that I looking at with the most interest is Capture One.
This is kind of like asking what is the best pie or cake. 😕 It depends upon the kind of usage you want, and all have their advantages and disadvantages.

I find the Photos is neither better then Aperture nor does it provide the same functionality for my purposes. Hence the reason I have given up on it and started researching third party application instead.
I understand, and I had kept that in my brain, while trying to end up with all my PHOTOS/Video etc in one place, as they are when I open PHOTOS on my IPHONE 7Plus.
At the same time, I am dealing with maxing out my Hard Drives (two MacBook/MacBookPro) and G-drive, Lacie Drive, 2 portable hard drives.
It certainly is not Apple's current offering, Photos.
I guess that all depends on what your needs are.
For me personally, I find Photos to be a day late and a dollar short.
So, what would you suggest for ORGANIZING AND VIEWING multiple libraries/loose photos/multiple years ?
