Remove download vs Delete from Library

Hi. I am something of a newbie in terms of syncing iTunes and my iPad.The iPad model is MD786LL/A, the IOS is 11.2.2. The iTunes is current at 12.7.3. So I synced some items from my Windows 7 computer to the iPad and ended up with more than I want/need. So I select an Album and select "Remove". From here I get a pop-up that says "This album has been downloaded to this iPad. Do you want to delete it from your Library, or remove the downloads from this iPad?" It then gives the choice of "Remove Downloads" or "Delete from Library". As I want to retain it in the iTunes Library I hit "Remove Downloads" thinking that that action will remove the Album from the iPad. However nothing at all appears to happen. So I give it some time, ... still nothing happens. If I select that album again my choices are now different. The choice with the trashcan icon says "Delete From Library". Pressing this gives me the further choice Cancel or Delete Album. So what is going on here??? Why does "Remove Downloads have no effect? And why after that am I presented with only the choice to Delete from Library? I am just looking to remove the selected album from the iPad not the iTunes Library on my PC.
