Check your Apple ID device list to see where you're signed in - Apple Support

Try to sign into iCloud with that Apple ID using a different device / computer.
Then you should be able to sign in on the phone.

I sign in computer many times but in iphone doesn’t why???
Try to use a different computer, I mean one where you never entered your Apple ID.
