923-0 message 2120

I keep getting this message whenever I send a text to a non iPhone. “You are not allowed to send text messages”. Is there a reason and dilution you’re this? Thank you

iMac, OS X El Capitan (10.11.6)

Sending a text to a non-iPhone involves using your cellular carrier's frequencies to send an SMS text message.

Check with your cellular carrier about this error.

I'd like to correct from my previous question. Receiving the message 2120, 932-0 also happens with iPhones, not just sending to non iPhones. Thanks
