Any found phone that is iCloud locked will be useless to you regardless if it is black listed. Turn it into the police.
What if I used the services of one of those sites that unlock icloud locked iphones
such as: https://iphoneimei.net/
It doesn't belong to you. Turn it over to the proper authorities. Failure to do so constitutes a crime in most jurisdictions.
You would then be wasting your money on a phone that you can not, and will not be able to use.
