Welcome to the Apple Support Communities!

I understand you do not want to use your cellular network to transfer documents and data. You can adjust this in the Settings app. Tap Cellular, and scroll down to iCloud Drive. Tap to disable iCloud Drive so that your cellular network will not be used to transfer documents and data if Wi-Fi is not available.
