As I already explained - the Documents & Sync cellular data usage is very likely due to the number of games and apps you have turned on to sync using cellular data when you don't have Wifi. Check your daily usage while they are all on. Then turn them off and check your daily usage with them off.

I understand you do not want to use your cellular network to transfer documents and data. You can adjust this in the Settings app. Tap Cellular, and scroll down to iCloud Drive. Tap to disable iCloud Drive so that your cellular network will not be used to transfer documents and data if Wi-Fi is not available.

Yeah, you wouldn't see a setting for iCloud Drive anymore. Look for Files and turn that off.
The Files app incorporates iCloud Drive and other Cloud Services that you have set up to use it. So, to turn off usage of cellular usage, you would turn off Files under Settings>Cellular.

So, why do you think Documents & Sync are using Cellular data? Are you using Apple Music? Have you gone to Settings>Cellular to make sure that anything that you don't want using your cellular data is turned off?

Please see in this pic. 1.4GB nearly 2/3 of my data package. Others 1/3 I'm using is FB (~0.3GB) and FB messenger (~0.4GB). All other apps used very small data. I also turn off my Cellular data for automatic app updates, App Store, ...
Well, you have a lot of apps that are syncing turned on like Instagram and various games. If you have those turned on, and you are not on Wifi, they will use your data. Turn everything except essential items off under Cellular if you want to reduce the amount of data you are using.

Sorry, but have you seen my pics I have attached in above email?
I knew which my cellular data was used from except "documents & sync". And I'm asking how to turn it off. There is no "iCloud Drive", no "Files" as you have suggested in app listing.
There is no iCloud Drive under Cellular section as shown in below pics.

Again, are you using Apple Music? Did you check your Cellular settings as I recommended? That is where you control what does and does not use your cellular data.

I did not and i'm not using apple music. I've already checked, so that I knew which used my large amount of data as I mentioned above and in the picture.
