emergency alerts default language

How do I change the language of emergency alerts. I’m in Korea receiving several emergency alerts, but they are all in Hangul. This especially frustrating when it wakes you up at 5 am and you are trying to find a way to translate the message that you cannot even copy/pate into google translate.
