I cannot find new emojis on my iPad mini

Many of my friends having iPads and iPhones post pictures with new and edited emojis. But my iPad mini only has the basic emojis. And when I want to update my software, it's simply showing that my software is up to date though it is only 9.3.5

So I hope to find my answer soon.
