I understand that the News app indicates that you don't have a working network connection, despite the fact that you're connected to a Wi-Fi network. A good place to start here is to verify that your Wi-Fi connection is working correctly by loading a webpage in Safari. If you're not able to load webpages in Safari either, we've a resource that can help get your Wi-Fi connection to work as expected (start with step 4): If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network

If you are, however, able to load webpages in Safari, there may be an issue with the News app itself. In this case, you can start by force closing the News app ( How to force an app to close on your iPhone, iPad, or iPod touch ), then restarting your iPad ( Restart your iPhone, iPad, or iPod touch ).

Should the News app still report an inability to connect to the internet, the next step would be to remove the News app, then reinstall it as detailed here: Delete built-in Apple apps on your iOS 11 device or Apple Watch
