13 Pro says it’s on WiFi but apps all say it isn’t??

Yes, you can reinstall the VPN and it should work. The problem is when you restored your phone to the previous phone’s data it also copied the VPN settings for the previous phone, which didn’t match the new phone’s signature.

But you don’t really need VPN, unless it is to access a private corporate network or you live in a country with a repressive government. And iOS 15 has a service similar to VPN that doesn’t put your data at the mercy of your VPN provider. See→Don't use VPN services. · GitHub

If you have a VPN connection delete the profile and the app for the VPN connection and restart your phone.
