I lost my charger and I have Apple care so can I get a new charger for free
Apple care does not cover loss. If you lost your charger, you need to purchase a new one.

Ask one of your friend(s) who owns a Apple iPhone if you can use the charger for a little while to charge your iPhone instead of buying a new one. If you decide to purchase a new one then buy the Apple iphone charger and don't buy a non-Apple charger just to be safe.
