I was on an older version of iOS with bursting memory thus I upgrade my icloud photo library to sync my photos. The upload couldn't start and I switch icloud photo library off, forget network and restart phone each time I got into a new network. I thought its iOS issues, so i upgraded to iOS 11.2 once I got the space to do so. Now the upload is totally not moving and I don't know what else to try... Please help
How much free space do you have on your phone? Have you tried signing out of iCloud and back in?
Try a forced restart.
Is PhotoStream turned on? That would sync photos to the Photos application.
Try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then slide syncing on.
Last resort - have you tried signing out of iCloud and then sign back in?

I tried to turn on icloud photo library on my mac, and it starts uploading photo from mac Photo onto icloud. I have no idea why my mac Photos has a copy of photos from my iPhone, including those I deleted from iPhone. Now all those (once deleted) photos are also uploaded to icloud. 😕
My Mac's Photos should be from Photo Stream previously, I realised the latest photo was when I turned on iCloud Photo Library, which turned off Photo Steam.
I did both "off syncing" and "sign out iCloud" from phone
Current state:
1. Older photos (not on Mac) on iPhone still not uploaded to iCloud
2. Photo deleted from iPhone is deleted from iCloud and Mac
3. Photo deleted from iCloud/Mac will be deleted from Mac/iCloud but not on iPhone
